Business Environment in Egypt
The B2B e-invoicing mandate has been rolled out in phases since November 2020, progressively covering businesses by size and registration status. The system requires invoices to be generated in XML or JSON format, electronically signed using an HSM (Hardware Security Module) or USB token, and submitted to the ETA in real time for approval. Only ETA-approved invoices are considered legally valid for VAT deduction purposes. The B2C e-receipt mandate extended to additional taxpayer categories starting September 2025, with the eighth sub-phase requiring new groups to integrate their point-of-sale (POS) devices or ERP systems with the ETA central system. Every branch and POS terminal of a listed taxpayer must issue e-receipts for all B2C sales. Egyptian VAT applies at a standard rate of 14% on most goods and services. Certain essential goods and services are exempt or zero-rated, including basic food items and educational services. Egyptian accounting follows Egyptian Accounting Standards (EAS), which are substantially based on IFRS with some local modifications. Payroll in Egypt includes social insurance contributions (both employer and employee share), income tax withholding on graduated scales, and the social solidarity contribution for higher earners.
