Italy was the first EU country to implement a full-scale mandatory e-invoicing system covering both B2B and B2C transactions. Since January 2019, all VAT-registered businesses, including micro-businesses with annual revenue below 25,000 euros, must issue electronic invoices through the Sistema di Interscambio (SdI) managed by the Agenzia delle Entrate. The system functions as a clearance model: invoices are submitted to SdI, which validates the format and tax data, forwards the invoice to the recipient, and simultaneously shares the data with tax authorities.

Business Environment in Italy

Invoices must be generated in the FatturaPA XML format, Italy's national implementation of the EN 16931 European standard. The FatturaPA v1.9 specification, effective in 2025, introduced new document type codes (including TD29 for irregular supplier invoices) and regime codes (RF20). Yukti generates FatturaPA-compliant XML, submits it to SdI via certified channels, processes the response notifications (accettazione, rifiuto, mancata consegna), and stores all documents for the required 10-year retention period (conservazione sostitutiva).

The SdI processes invoices within seconds, but the system has specific rules about timing. Invoices must generally be transmitted within 12 days of the taxable transaction. Late submission triggers penalties. Yukti monitors invoice creation dates and automatically queues SdI submissions within the required timeframe, alerting users to any delays that could cause compliance issues.

Italian VAT (IVA) applies at a standard rate of 22%, with reduced rates of 10%, 5%, and 4% for specific categories. The split payment mechanism (scissione dei pagamenti) requires public sector entities to pay the net amount to the supplier and remit the VAT directly to the treasury. Reverse charge applies to specific sectors including construction and energy. Yukti handles all IVA regimes and the split payment workflow.

Italian accounting follows the Codice Civile and the standards issued by the Organismo Italiano di Contabilita (OIC). The chart of accounts must support the Bilancio in formato XBRL required for filing with the Registro delle Imprese.
