The Philippines Bureau of Internal Revenue (BIR) is implementing a mandatory Electronic Invoicing System (EIS) that will transform how businesses issue and report fiscal documents. Revenue Regulation No. 11-2025, published in February 2025, established the EIS framework. The initial mandate targets large taxpayers, e-commerce sellers, digital service providers, and exporters. The compliance deadline, originally set for March 2026, was extended to December 31, 2026 by Revenue Regulation No. 26-2025, giving covered businesses additional time to integrate their systems.

The EIS covers Sales Invoices, Official Receipts, Service Billings, Debit Notes/Memos, and Credit Notes/Memos. Each document must be generated using BIR-approved software in JSON format and transmitted to the BIR system for validation within three calendar days of the transaction. Every invoice payload is digitally signed by the taxpayer using a private key, and the BIR validates integrity and authenticity using the corresponding public key. If a head office or any branch of a business falls within the covered categories, all locations must issue e-invoices.
